This document describes the process to determine which infrastructure projects have to be realized to fulfil the objectives described in the GVK-Ö-1991.

It summarizes the comprehensive scientific studies carried out in different work packages, such as project management, analysis, prognosis, suggestion for a multimodal transport infrastructure network, and assessment. Output of the project was a detailed list of infrastructure projects for rail and road with a total sum of 21.8 billion Euro for the rail and 2.9 billion Euro in the road sector.

The document provided a list of infrastructure projects which should be realized in the coming decades to meet the future demand.

In the document for the first time the topic “monitoring” is addressed. By reading through the corresponding chapter it was learned that monitoring comprises only the monitoring whether the suggested infrastructure projects are realized or not.

Although this is a step in the right direction when assessing the document against the Ideal Decision Making Process (detailed in section 4), no mitigation policies are mentioned in the case the suggested target values could not be achieved.
